1World BankThe World Bank is one of the Ministry's most important development partners and a key source of financial support for large-scale sector transformation initiatives. Through the South Sudan Resilient Livestock Sector Project (RLSP), the World Bank is supporting the Ministry's efforts to transform livestock production into a more productive, commercial, and climate-resilient sector. The RLSP is a USD 40 million initiative that focuses on strengthening animal health services, improving rangeland management, expanding access to water and feed resources, and enhancing the resilience of livestock-dependent communities. Implemented through a dedicated Project Coordination Unit within the Ministry, the project targets approximately 166,000 pastoralist households across Jonglei, Warrap, Upper Nile, Central Equatoria, and Western Equatoria States.
2Food and Agriculture Organization of the United Nations (FAO)The Food and Agriculture Organization (FAO) is a long-standing technical partner of the Ministry and plays a critical role in supporting livestock, fisheries, and food security interventions throughout South Sudan. FAO works closely with the Ministry to strengthen animal health systems, improve livestock production, support fisheries and aquaculture development, and build resilience among vulnerable communities. Through its Emergency and Resilience Programmes and Agri-Food System Support initiatives, FAO provides technical assistance for climate-smart agriculture, disease prevention and control, fisheries management, and food production systems. The organization also supports emergency livestock vaccination campaigns, distributes fishing equipment to vulnerable communities, and assists the Ministry in implementing programs aimed at improving food security and livelihoods.
3Japan International Cooperation Agency (JICA)The Japan International Cooperation Agency (JICA) supports the Ministry through technical cooperation, institutional strengthening, and long-term development planning. JICA plays a key role in supporting the implementation of the Comprehensive Agricultural Development Master Plan (CAMP), a long-term roadmap designed to guide the development of South Sudan's agriculture, livestock, and fisheries sectors over a twenty-five-year period. Through technical experts and policy advisors working alongside government institutions, JICA assists the Ministry in strategic planning, capacity building, investment prioritization, and strengthening institutional systems that support sustainable sector growth.
4State Governments and Local AuthoritiesState Governments and Local Authorities are essential partners in the implementation of livestock and fisheries policies and programs across South Sudan. Working under the country's decentralized governance framework, state ministries, county administrations, and local authorities collaborate closely with the Ministry to deliver services directly to communities. Their responsibilities include implementing livestock and fisheries development programs, managing grazing resources, supporting veterinary services, enforcing animal health regulations, and facilitating local fisheries management. State authorities also work with the Ministry's Directorate of Veterinary Services to strengthen disease surveillance systems, coordinate vaccination campaigns, establish animal health checkpoints, and support community-based management of fisheries resources. Through extension services and Farmer Field Schools, they help bring technical knowledge and government services closer to livestock keepers, fishers, and farming communities throughout the country.
5Intergovernmental Authority on Development (IGAD)IGAD collaborates with the Ministry on regional livestock development, transboundary animal disease control, pastoralist resilience, climate adaptation, and livestock trade within the Horn of Africa region.
6African Union – Interafrican Bureau for Animal Resources (AU-IBAR)AU-IBAR supports policy development, animal health programs, veterinary capacity building, livestock trade facilitation, and regional cooperation on animal resources management.
